ALLEN TOWNSHIP BOARD OF TRUSTEES

February 4, 2019

Minutes

 

Call to Order

Trustee Rausch, as Chairman called the regular meeting of the Allen Township Trustees to order on February 4, 2019, at 7:00 p.m.

 

Pledge of Allegiance

Trustee Chapman began the meeting with the Pledge of Allegiance.

FINANCES & ADMINISTRATION

The Fiscal Officer read the minutes of January 7, 2019, said minutes were approved as read.

 

The Fiscal Officer provided each member of the Board with a list of recent receipts and pending expenditures for review.  There was a motion by Trustee Chapman and a second by Trustee McCreary, and upon certification by the Fiscal Officer that appropriate funds were available, the pending expenditures were approved. The Fiscal Officer also provided the most recent payroll reports for the Board’s review. The board reviewed the previous month’s bank reconciliation and verified the sequence of the checks.

 

PUBLIC FORUM

ZONING BUSINESS

Bill Streng, Zoning Inspector not in attendance.

Mr. Streng noted the property on 22531 North Darby Coe Rd with the building that was constructed outside township setback requirements mother obtained a certificate to move to her property when the ground has frozen.

 

Mr. Streng noted several residents have contacted him to install various types of antennas on properties, but there is no cost given on the township fee schedule.  Mr. Streng is requesting the fee be added to the schedule of fees, currently has been charging $25.00.  It was noted the entire fee schedule is due to be reviewed and updated.

 

Randy Marker, of Thomas & Marker, owns property on NW Pkwy. Currently zoned B3 and wishes to build 25 12,000 sq. ft. warehouses, and working to establish if this can be done.

 

 

 

 

 

Received a call from Mrs. Zimmerman of N. Darby Coe Rd. to complain neighbors had rerouted the creek behind her home causing flooding on her land.  She was informed this is a civil issue and to contact the Sheriff.

 

Received a call from a resident on Buck Allen regarding property line dispute, and informed him this is a civil issue.  The resident also inquired on fencing.

 

SHERIFF REPORT

No updates or concerns at this time.

 

ROAD BUSINESS

Road Superintendent, Nick Johnson informed the septic failed the inspection.  He is reviewing options for repair and a plan for spring. See attached report.

 

FIRE & EMERGENCY SERVICES

Chief, Steve Brose requested to update the Chief’s office with paint and shiplap wall with a new television and computer screen for meetings, estimated at $450.  After review and discussion, there was a motion by Trustee Chapman and a second by Trustee McCreary to approve.

 

Chief, Steve Brose made the request for equipment to operate the station alert system.  The equipment needs 3 televisions and controlling devices, estimated $700. There was a motion by Trustee Chapman and a second by Trustee McCreary to approve.

 

Chief, Steve Brose noted crews completed monthly safety training.

 

Chief, Steve Brose noted a donation was received in memory of Christine Cost of N. W. Parkway totaling $175 and will be deposited in the Fire Association Fund.

 

Chief, Steve Brose reported on the items that would be listed on govdeals.com.

 

Chief, Steve Brose reported there would be an informational meeting with Rep. Tracy Richardson regarding the TPP tax on Friday 2/8/19.

EXECUTIVE SESSION

Trustee Rausch requested to move into executive session to discuss employee matters and seconded by Trustee McCreary.  Upon a roll call vote, all in favor, Trustee Rausch called the executive session to order.

 

Trustee Rausch moved that the executive session is adjourned, seconded by Trustee McCreary, and upon roll call vote, all being in favor of the motion carried.

 

Trustee Rausch called the regular meeting back to order.

 

After returning to regular session, Trustee Rausch presented a motion to accept the recommendation of Chief Brose to accept the resignation of Christian Santiago and his employment with Allen Township and to take the necessary action to recover the outstanding balance for the medic school of $2350.00

 

CORRESPONDENCE/OTHER MISCELLANEOUS

 

 

 

Save the Date, Union County Engineer’s Annual Township Meeting, Saturday, February 23, 2019, at 8:30 A.M. – 12:00 P.M.  At the Union County Services Center.

 

There being no further business, Trustee Rausch moved to adjourn the meeting, Trustee Chapman offered a second.  Upon a roll call vote, all being in favor, the meeting was adjourned.
