ALLEN TOWNSHIP BOARD OF TRUSTEES

June 1, 2020

Minutes

 

Call to Order

Trustee McCreary, as Chairman called the regular meeting of the Allen Township Trustees to order on June 1, 2020, at 7:00 p.m.

 

Pledge of Allegiance

Trustee McCreary began the meeting with the Pledge of Allegiance.

FINANCES & ADMINISTRATION

The Fiscal Officer read the minutes of May 4, 2020, said minutes were approved as read.

 

The Fiscal Officer provided each member of the Board with a list of recent receipts and pending expenditures for review.  There was a motion by Trustee Rausch and a second by Trustee McCreary, and upon certification by the Fiscal Officer that appropriate funds were available, the pending expenditures were approved. The Fiscal Officer also provided the most recent payroll reports for the Board’s review. The board reviewed the previous month’s bank reconciliation and verified the sequence of the checks.

 

There was a discussion as we continue to follow the State of Ohio’s guidelines to prevent the spread of COVID-19.  The Trustees discussed and decided to keep the Community Room closed for public use. Any rental fees paid for the use of the room will be refunded for the month of June; we will continue to monitor the State’s guidelines to determine the best approach to re-open.

 

For the health of our Community and with the impending cuts to township revenue, Community Day will be cancelled.  The walking path will remains open, as long as, continued social distancing is maintained.

 

October 7, 2019 and November 14, 2019 there was a discussion to adopt a permissive vehicle registration tax in Allen Township to assist with the construction, reconstruction, improvement, maintenance, and repair of Township roads and bridges.   There have been increased costs to maintain our roads and continued cuts in the revenue.   The levy of 1.5 ml generates only 11,460.15 dollars towards road and bridges. The cost of road and bridge repair/maintenance in Allen Township were $225,000.00 in 2019.  This tax would generate $5.00 per motor vehicle registration in Allen Township.

 

  • To begin collecting the tax in January 2021 (the earliest possible date) we must complete the hearing process, take action, and deliver copies to the state BMV offices by June 30.  If we miss that deadline, we will not be able to collect the tax until January 2022.
  • We are to hold two public hearings; one of which will need to be a special meeting given our regular meeting schedule. We will advertise those public hearings on June 2nd and June 9th.
  • The first hearing will be on June 22nd, and second hearing on June 25 at 10:00 AM.

Mr. Streng was not in attendance.

 

SHERIFF REPORT

No issues.

 

ROAD BUSINESS

Road Superintendent, Nick Johnson was not in attendance.

 

FIRE & EMERGENCY SERVICES

 

Chief, Steve Brose noted community building has been brought up to current fire code.

Chief Steve Brose has begun construction of the grill shelter behind the FD.

Chief Steve Brose noted the 2000 Chevy truck has been sold on Govdeal.com for $6105, the topper $525.

The part-time schedule is struggling due to classes being restarted and summer. Currently interviewing more candidates.

There is one part time member mandated quarantine due to an unprotected EMS exposure.

Chief Steve Brose noted he had spoken to the health department regarding meetings and building rental.  The public building rental is specific to served food only events.  There must be food and it must be

prepared and served by a licensed caterer. Maximum of 10 people at a table (family) at least 6 feet apart.  Based on this information, the Allen Township Hall will remained closed.

There being no further business, Trustee Rausch moved to adjourn the meeting, Trustee McCreary offered a second.  Upon a roll call vote, all were in favor, the meeting was adjourned.
