January 4, 2021

Minutes

Call to Order

Trustee McCreary, as Chairman called the regular meeting of the Allen Township Trustees to order on January 4, 2021, at 7:00 p.m.

Pledge of Allegiance

Trustee McCreary began the meeting with the Pledge of Allegiance.

FINANCES & ADMINISTRATION

The Fiscal Officer read the minutes of December 7, 2020 and said minutes were approved as read.

The Fiscal Officer provided each member of the Board with a list of recent receipts and pending expenditures for review.  There was a motion by Trustee Rausch and a second by Trustee McCreary, and upon certification by the Fiscal Officer that appropriate funds were available, the pending expenditures were approved. The Fiscal Officer also provided the most recent payroll reports for the Board’s review. The board reviewed the previous month’s bank reconciliation and verified the sequence of the checks.

The new IRS mileage rates apply to travel starting on January 1, 2021, is .56 cents per mile for business purposes.  There was a motion by Trustee Rausch to accept the mileage rate of .56 cents for 2021 and Trustee Kingham seconded.

2021 Meeting Schedule

The trustees set the following schedule for meetings and events for 2021:

Trustee Meetings:

January 4, February 1, March 1, April 5, May 3, June 7, July 12, August 2, September 13, October 4, November 1, December 6.

Community Day – Tentative September 18, depending on COVID-19 and schedules.

Dumpster Day – Tentative April 24 with COVID Restrictions! You UNLOAD into dumpsters yourself due to COVID regulations.

 Resolution 2021.1

This being the first meeting of the year, there was a motion by Trustee McCreary that Trustee Kingham is nominated as Chairman for the year 2021, which nomination received a second from Trustee Rausch. Upon roll call: Rausch, yea; McCreary, yea, Trustee Kingham was confirmed as Chairman.

Resolution 2021.2

There was a motion by Trustee McCreary that Trustee Rausch is named Vice-Chairman for the year 2021, which nomination received a second from Trustee Kingham. Upon roll call: Rausch, yea; McCreary, yea, Trustee Rausch was confirmed as vice-chairman.

Resolution 2021.3 – Appointment of Zoning Officers

The board discussed Zoning Commission members for 2020. The motion to keep the same following appointments were made by Trustee McCreary and seconded by Trustee Rausch.

Ken Reiff for renewal of terms with the alternates, remaining.

 There is still a need for an alternate for zoning appeals. If you are interested, please send a letter of interest to Allen Township Trustees.

DESTRUCTION OF RECORDS

The trustees advised that the Township has an approved Record Retention schedule, it will be followed as outlined for the destruction of records and a meeting was not necessary to carry out the schedule.

PUBLIC FORUM

None

ZONING BUSINESS

Mr. Streng reported for 2020:

Twenty-Two Zoning certificates with six being new home permits.

Received a call from an individual asking about zoning requirements to pen a rental facility at 22625 North Darby Coe Rd.  Mr. Streng explained to him that this area is zoned U1 and this type of business would require B3 zoning.  That would require a conditional use permit to allow that type of business to operate on the old Elliott farm, and that request would have to come from the property owner.

Received a call from a Columbus Realtor requesting zoning information relative to an RV dealership being located on property adjacent to the Ohio Ready Mix Facility on NW Parkway, across from the Honda Plant.  They did not know the exact address and I explained that this area is zoned M1 and M2 depending on the site and that their proposed business proposal would require a zoning change to B3.  Ohio Ready Mix owns the site, and the request would have to come from them.  The decision to rezone a property in Allen Township is the responsibility of the Allen Township Zoning Board, with the approval from the trustees.

SHERIFF REPORT

Deputy Smith attended and has had no issues within the Township. The trustees had no concerns for the Sheriff.

ROAD BUSINESS

Road Superintendent, Nick Johnson presented a bill for new toilets for $984.48.  Trustee Don McCreary moved to approve the cost of $984.48 and Trustee Jack Rausch seconded.

There was a discussion to remove the drinking fountain in the community room for safety reasons due to COVID-19.

The picnic tables received were not up to the quality standard advertised. Nick returned those tables with a cost of $547.87 in shipping and the purchase of quality tables. These costs are part of CARES Act funds.

Road Superintendent, Nick Johnson presented a quote from Hilliard Lawn and Garden, for the trade-in of the tractor for $11,968 and the purchase of $13,649.00 for a balance of $1,681.00.  Trustee McCreary made the motion to approve and Trustee Rausch seconded.

Nick Johnson noted that his part-time employee worked a total of 1454 hours for 2020.

FIRE & EMERGENCY SERVICES

Chief, Steve Brose is averaging about one person off work per week due to COVID-19.

Chief, Steve Brose brought up the discussion of the future need for a levy. The Trustees with discuss further after review.

Crews have completed monthly safety training.

None

There being no further business, Trustee Rausch moved to adjourn the meeting, Trustee McCreary offered a second.  Upon a roll call vote, all being in favor, the meeting was adjourned.
