February 1, 2021 Minutes
Call to Order
Trustee Kingham, as Chairman called the regular meeting of the Allen Township Trustees to order on February 1, 2021, at 7:00 p.m.

Trustee Kingham began the meeting with the Pledge of Allegiance.

FINANCES & ADMINISTRATION
The Fiscal Officer read the minutes of the January 4, 2021, and the said minutes were approved as read.
The Fiscal Officer provided each member of the Board with a list of recent receipts and pending expenditures for review. There was a motion by Trustee Kingham and a second by Trustee McCreary, and upon certification by the Fiscal Officer that appropriate funds were available, the pending expenditures were approved. The Fiscal Officer also provided the most recent payroll reports for the Board’s review. The board reviewed the previous month’s bank reconciliation and verified the sequence of the checks.

ZONING BUSINESS
Received a call from a lady asking about a parcel within the township regarding our setback requirements. She asked if the parcel was subject to flooding, after inspection, I told her the property laid in somewhat of a low area and suggested she contact the County Engineers Office for their opinion. She advises that she and her husband decided to not purchase the property.
Received a call from the resident asking for the requirements for obtaining a zoning certificate. I advised them we require a dimensioned plot plan showing the parcel size, along with the location of the building, floor plans, and building elevations.
Received a call from Andrew Drumm regarding his father’s property at 18744 Allen Center Rd. He is thinking about buying the property, which is currently a rental. He is thinking about building a greenhouse on the 3-acre lot. to grown vegetables and to raise chickens. This would be considered to be proper for U1 zoning and considered agriculture. I confirmed with Brad from LUC and with Thayne Gray, the prosecutor.
Received a call from Jeff Rymer who owns property on Buck Run Rd. off of Rt. 245 on the West side of the road. He owns approximately 145 acres and is proposing to utilize 50 acres to build 40-50 single-unit condos that would sell in the $500,000 range. They would be wind and solar-powered. He will be providing plans and drawings to share with the zoning board and trustees.

SHERIFF REPORT
Deputy Smith attended and has had no issues within the Township. Deputy Smith introduces Deputy Bell as a new deputy with the department.
ROAD BUSINESS
Road Superintendent, Nick Johnson noted Eubanks would be finishing the lighting this week.
Road Superintendent, Nick Johnson requested the sale of the old office furniture on gov deals. com. There was a motion by Trustee Kingham and a second by Trustee McCreary declaring the items in excess and approved to sell.
FIRE & EMERGENCY SERVICES
Chief, Steve Brose noted that three new part-time members started working.
Crews have completed monthly safety training.

There being no further business, Trustee Kingham moved to adjourn the meeting, Trustee McCreary offered a second. Upon a roll call vote, all being in favor, the meeting was adjourned.
